| A Level 1 - Local Emergency Event is defined as an emergency that exists for a geographic area not exceeding a small community, town or suburban region. o commit murder or cause grievous harm to a person, without lawful excuse, is when provable intent exists for the proposed carrying out of such an act. | ||
